The NEOM project has announced airport infrastructure as part of its broader futuristic city build-out. And King Salman International Airport — the planned replacement for Riyadh's existing King Khalid International Airport — has been positioned as one of the most technologically ambitious airport projects on earth, with AI baked into its design from the ground up.
All of this is happening inside an industry where a software error does not mean a bad quarter. It means a crash.
Aviation is already the most regulated industry in the world. Globally, that oversight exists precisely because the consequences of failure are catastrophic and irreversible. In Saudi Arabia, the governance picture is even more layered: organizations deploying AI in aviation must satisfy the General Authority of Civil Aviation (GACA), the national AI regulator SDAIA, and the National Cybersecurity Authority (NCA) — three distinct bodies with overlapping but not identical concerns. That intersection — between Saudi Arabia's national AI ambitions and the physical, life-safety demands of aviation — is where some of the most consequential AI governance work in the region is now taking place.
The thesis here is blunt: Saudi aviation organizations that treat AI governance as a compliance checkbox are building on sand. The organizations that will actually succeed — safely and competitively — are those building governance frameworks that treat GACA, SDAIA, and NCA requirements as design constraints, not afterthoughts.
GACA's Position Is Not Optional
GACA is the primary regulatory authority for civil aviation in Saudi Arabia. It oversees airspace, airport licensing, airline certification, and aviation safety standards. Critically, it aligns its technical requirements with ICAO — the International Civil Aviation Organization — which means Saudi aviation safety standards are not local idiosyncrasies. They are globally synchronized obligations.

GACA has not published specific AI governance guidelines as of March 2026. But the absence of a dedicated AI rulebook does not create a regulatory vacuum. GACA's existing certification framework is explicit: systems that affect aircraft operations, air traffic management, or critical airport infrastructure must be certified. They must demonstrate safety performance standards. They must have testing and validation procedures. They must include clear protocols for human intervention when automated systems fail.
Ambiguity about AI does not dissolve these requirements. It just means organizations must apply them themselves, carefully, before a regulator does it for them in the aftermath of an incident.
Three Bodies, One Cockpit
Understanding Saudi aviation AI governance means holding three regulatory frameworks in your head simultaneously.
SDAIA — the Saudi Data and AI Authority — sets the national AI ethics framework. Its principles cover fairness, accountability, transparency, and human oversight. Every AI system deployed in Saudi Arabia operates under this umbrella. For aviation, that means even safety-critical flight systems must be legible enough for regulators and subject-matter experts to interrogate. Black-box models that produce decisions no one can explain are a liability not just technically but legally.
GACA sits above SDAIA in the aviation context in the sense that it owns the sectoral domain. Its risk-based approach to technology adoption scales scrutiny to consequence: the higher the potential impact on safety, the more rigorous the certification burden. An AI chatbot handling customer service at Riyadh's airport is a very different regulatory proposition from an AI system managing arrival sequencing or ground vehicle collision avoidance.
NCA — the National Cybersecurity Authority — closes the third angle. Aviation AI systems that connect to critical infrastructure carry cybersecurity obligations that are not simply IT hygiene. NCA regulations govern data storage, transmission, and processing for systems touching national security and critical infrastructure. An airline's AI maintenance platform connected to aircraft sensor networks is, by any reasonable definition, infrastructure NCA cares about.
Flying organizations that manage all three sets of requirements cohesively — rather than siloing SDAIA compliance in one team, GACA compliance in another, and cybersecurity in a third — will be better positioned than those that don't. The failure modes that regulators investigate are almost always intersectional.
The Real Use Cases, and Why Each One Is Different
Saudia and flynas are not deploying AI in a vacuum. The specific use cases being pursued across Saudi aviation are meaningfully distinct from each other — not just technically but in their regulatory gravity.
Predictive maintenance is perhaps the most mature AI application in commercial aviation globally. Airlines feed sensor data from engines, hydraulic systems, and airframes into models that predict component failure before it happens. The promise is real: reduced unplanned downtime, better maintenance scheduling, lower cost per seat. The governance requirement is also real. AI-powered vehicles for baggage handling, aircraft towing, and runway maintenance operate in constrained physical environments where collision avoidance is not an edge case — it is the entire problem. For Saudia ground operations at King Abdulaziz International Airport in Jeddah, or for the new infrastructure planned at King Salman International, AI-driven ground vehicles must interface with active aircraft movements. Human override capabilities are not optional features. They are the line between an operational disruption and a disaster.
Drone operations carry their own regulatory complexity. Saudi Arabia has significant drone programs in development across logistics, inspection, and surveillance applications. GACA oversees drone registration and operational rules, and the governance demands escalate sharply for Beyond Visual Line of Sight (BVLOS) operations — drones flying outside the direct visual range of an operator. NEOM's announced airport infrastructure exists in an airspace that will need to integrate drone traffic systematically. The AI systems managing unmanned traffic in that environment will need certification pathways that do not yet fully exist in codified form.
Air traffic management augmentation is the highest-stakes category. AI systems that assist controllers in managing arrival and departure flows, detecting conflict risks, or predicting weather impacts on routing are augmenting decisions where errors are measured in lives. Saudi airspace handles significant traffic volumes, particularly around Jeddah during Hajj season, when King Abdulaziz International Airport becomes one of the busiest airports on the planet for a concentrated period. AI-assisted flow management in that context is an attractive efficiency solution. It is also a context where model behavior under peak load and novel conditions matters enormously.
What Governance Actually Requires
The instinct in many organizations is to treat AI governance as a documentation project. Write the policy, convene the committee, file the report. This is insufficient in any industry. In aviation, it is a category error.
Effective AI governance in Saudi aviation starts with a classification exercise. Not all AI is equal. A model that ranks customer service responses is not in the same category as a model that feeds recommendations to maintenance crews or flags anomalies in engine telemetry. Organizations need a formal risk taxonomy that maps AI systems to their operational consequence — and that taxonomy needs to be revisited every time a system's scope expands or its outputs begin feeding into higher-stakes decisions.

What does the vendor's incident response protocol look like, and how does it integrate with GACA's reporting requirements? These are not questions that procurement teams typically ask. They need to become standard.
NEOM and the Greenfield Opportunity
The NEOM project represents something unusual in aviation AI governance: a greenfield. Most airports and airlines are retrofitting AI into legacy operational environments — existing systems, existing cultures, existing certification assumptions. The alternative — building the operational systems first and addressing governance when regulators ask — is the pattern that produces the most expensive compliance problems. Aviation regulators do not typically accept "we'll fix it later" as a certification posture.
The Regulatory Gap Saudi Organizations Must Bridge
The honest assessment of where Saudi aviation AI governance stands as of early 2026 is this: the regulatory framework exists, the demand for AI deployment is accelerating, and the specific intersection of GACA and AI is not yet fully codified.
That gap is not a green light. It is a risk.
GACA has the authority to scrutinize any system affecting aviation safety, with or without AI-specific rules on the books. SDAIA's AI ethics framework applies across sectors. NCA's cybersecurity requirements cover critical infrastructure. Organizations operating in that gap — deploying AI systems without formal governance frameworks on the assumption that regulators haven't asked yet — are accumulating regulatory risk that will be realized when something goes wrong or when GACA does publish specific AI guidance and organizations need to demonstrate compliance retroactively.
The organizations positioned to lead Saudi aviation's AI transformation are those building governance frameworks now that will survive regulatory scrutiny — not just today's regulatory scrutiny, but the more demanding scrutiny that is coming as GACA develops AI-specific guidance aligned with ICAO's evolving work on autonomous systems and AI in aviation.
That means convening governance committees with real authority over deployment decisions — not advisory panels that approve whatever the engineering team has already decided. It means investing in explainability requirements that let safety experts actually interrogate AI behavior. It means building incident reporting processes for AI systems that integrate with GACA's existing channels before an incident makes that integration mandatory.
And it means recognizing that in aviation, "move fast and break things" is not a philosophy. It is a crash report.
Getting It Right
Saudi aviation's AI moment is real. The infrastructure investment, the airline expansion, the Vision 2030 pressure to modernize — all of it is creating genuine demand for AI systems that can improve efficiency, reduce costs, and expand capacity. Saudia competing globally means Saudia competing on operational performance metrics that AI can meaningfully improve. flynas managing rapid route expansion means flynas needing operational intelligence that only AI-driven analytics can deliver at scale.
None of that potential is realized safely without governance. And governance in aviation is not a soft concept. It has teeth — in the form of GACA certification requirements, NCA cybersecurity obligations, SDAIA accountability frameworks, and ICAO safety management standards that Saudi Arabia has committed to uphold.
The organizations that will define what good AI governance looks like in Saudi aviation are the ones working on that question now, seriously, before regulators and incident reports define it for them. The regulatory environment will tighten. The AI systems will become more consequential. The governance work done today is the foundation on which Saudi aviation's AI future will be built — or the gap through which its risks will fall.
The sky has rules. They apply here too.
